UPDATE ON HUNTINGTON BEACH REDEVELOPMENT AGENCY ACTIVITIES

On June 29, 2011 the State of California enacted Assembly Bills ABx1 26 and ABx1 27. ABx1 26 dissolves redevelopment agencies (RDA) in California and creates Successor Agencies for the purpose of "winding-down" activities of the former RDA's. ABx1 27 allowed for the voluntary continued operation of existing RDA's via a voluntary to the State's Alternative Voluntary Redevelopment Program, and the making of certain specified payments. On December 29, 2011, the California Supreme Court ruled ABx126 as constitutional, and ABx1 27 as unconstitutional.

As required by AB x1 26, the City of Huntington Beach has begun the process of winding-down the affairs of the Huntington Beach Redevelopment Agency. As part of this process, at their January 9th meeting, the City Council approved two resolutions, designating the City as a Successor Agency to the Huntington Beach Redevelopment Agency, and the Huntington Beach Housing Authority as the Successor Agency for housing-related items.

Under AB 1X 26, the Agency can only make payments that are on the approved Enforceable Obligation Payment Schedule (EOPS) and the Recognized Obligation Payment Schedule (ROPS).
